Duties & Responsibilities of the Office
- The Human Resources Department is responsible for developing, interpreting, and administering the personnel program and policies that govern all City employees. This includes:
- Acceptance of applications for City employment
- Classification and compensation
- Development and interpretation of personnel policies
- Employee relations
- Recruitment and selection of a diverse workforce
- Security, maintenance, and disclosure of all personnel records
- Administering all tests for employment and promotions for all City positions
- Administration of all insurance claims involving:
- Worker’s Compensation
- Vehicle Claims
- Liability Claims
- Property damage claims

COS Employee Benefits
We have medical/Rx coverage available to all full-time employees. Our plan is a Preferred Provider Organization (PPO) plan administered by Blue Cross and Blue Shield. For specific information on what is covered and how, please review the Summary Plan.
We have a comprehensive dental plan administered by MetLife. Preventive, Basic and Comprehensive services are covered under the plan along with Orthodontia. Please see the Summary Plan for more details.
We have partnered with MetLife to provide affordable vision coverage for our full-time employees. This coverage allows you to get an eye exam and purchase glasses and/or contacts at a significant savings. It also provides discounts for other services such as Lasik. Review the Summary Plan for more details.
Full time employees receive a basic life insurance benefit at no cost to them. You also have the option to elect additional supplemental life insurance for yourself. (Amounts determined by age) You can see all Summary Plan for further details.
City employees enjoy the benefits of PERS and we also have several options under our 457(b) Deferred Compensation plans. The City provides a match to contributed funds to increase your retirement savings potential. Please refer to PERS website for specific information on the City match.
Wellness goes beyond diet and exercise and we recognize that here at the City of Starkville. We have an Employee Assistance Program (EAP) provided by Baptist. They can assist with a variety of life's challenges. Employees may contact the EAP by calling (662) 244-2560, Monday through Friday from 8:00 AM till 5:00 PM to make an appointment with an EAP Counselor.
