Captain Troy Outlaw, was born in Starkville, MS in 1968. He is currently the Operations Captain for the Starkville Police Department. He started his career with the Starkville Police Department in 1992. Captain Outlaw was assigned to Investigations in 1994, where he did two years before being promoted to Sergeant in 1996. He continued his tour of Investigation as a Detective Supervisor for two more years. In 1998, he was assigned to patrol as a Patrol Supervisor. In 2004, he was promoted to Lieutenant, and re-assigned to Investigations where he served as Chief of Detectives. In 2005 he received his Bachelor’s degree in Criminal Justice from Troy State Distance Learning. In 2006 he was re-assigned to patrol serving as Patrol Commander. In 2011, he was re-assigned to Investigations serving Chief of Detectives again. In 2014, He was promoted to Captain and assigned to Administration serving as the Administrative Captain. In 2017 he was re-assigned to the Patrol Division serving as the Operations Captain and also as a member of the Chief of Police’s Command Staff.
He is married to an amazing woman, Janel, and has 3 children, two boys (TJ and Micheal), and a girl (Taylor), and four step-children, 3 girls (Justine, Veronica, and Erica) and one boy (Chavis), all of who he adores and are the true blessings in his life. Captain Outlaw takes pride in his humbleness and his constant desire to always do the right thing. He enjoys working out, traveling, and spending time with his wife. He’s currently a member of NOBLE (National Organization of Black Law Enforcement Executives). His prayer is that God will continue to watch over his family, and his SPD family.
